Northern Ireland Graduated Driver Licensing: 2026 Rules and Eligibility
Graduated Driver Licensing (GDL) changes how learner drivers are licensed and tested in Northern Ireland. From 1 October 2026, a category B learner must hold a provisional entitlement for at least six calendar months from the date it was first granted, complete a programme of training with a signed logbook, and pass the theory test before taking the practical test. This guide explains the dates, the transitional rules and the test changes, and includes a free checker.
Category B learners in Northern Ireland must hold a provisional entitlement for six calendar months from the first entitlement, complete a signed training programme and pass the theory test. Learners whose provisional began before 1 October 2026 must book and pass by 31 March 2027 to stay on the current system.
Northern Ireland GDL eligibility checker
This checker works out the earliest date your category B minimum holding period could be met, and whether the transitional rules or Graduated Driver Licensing (GDL) apply to you. Nothing you type leaves your browser: there is no account, no storage and no tracking of the dates you enter.
This tool is an independent estimate for learner category B drivers in Northern Ireland. It does not book a test and the dates it shows are the earliest the minimum period could be met, not a guaranteed appointment. Confirm your own entitlement and test history, and check the official guidance, before relying on any date.

What Northern Ireland Graduated Driver Licensing is
GDL is a staged route to a full category B licence. Instead of moving straight from a provisional entitlement to the practical test, a learner must spend a minimum period holding the provisional entitlement while completing structured training. The Driver & Vehicle Agency (DVA) administers licensing and testing in Northern Ireland, and the reform is set out in the official nidirect guidance for learner drivers.
The rules apply to category B (car) learners in Northern Ireland. They do not apply to learner drivers in England, Scotland or Wales, and they are separate from the learner permit and test rules in the Republic of Ireland.
Key dates
- 1 October 2026
Graduated Driver Licensing begins
Category B provisional entitlements granted on or after this date are GDL entitlements. The minimum holding period and the training programme apply to these learners.
- On or after 1 October 2026
Six-month minimum holding period
A category B learner must hold the provisional entitlement for at least six calendar months from the date it was first granted, and complete the programme of training, before the practical test.
- 31 March 2027
Transitional deadline for pre-reform provisional holders
A learner whose provisional entitlement began before 1 October 2026 must book and pass the category B practical test by this date to stay on the current system.
- 1 April 2027
Practical test changes and the GDL requirement
The practical test includes approximately 20 minutes of independent driving using a sat nav and show me, tell me checks while driving. The pass standard is unchanged. A practical test on or after this date โ a first attempt or a retake โ requires GDL.
What a category B learner must complete
- Hold the category B provisional entitlement for at least six calendar months from the date it was first granted.
- Complete a programme of training with a supervising driver or an approved driving instructor (ADI).
- Have the logbook modules signed by the supervising driver or ADI as the programme is completed.
- Pass the theory test before taking the practical test.
The six months is a minimum holding period. It does not reserve a test appointment, so treat the earliest date you reach six months as a lower bound rather than a guaranteed test date.
Current system compared with GDL
| Aspect | Current system | GDL from 1 October 2026 |
|---|---|---|
| Minimum provisional holding period | No minimum holding period set by the licensing rules. | Six calendar months from the first category B provisional entitlement. |
| Programme of training and logbook | Not required by the licensing rules. | A programme of training with logbook modules signed by a supervising driver or ADI. |
| Theory test | Required before the practical test. | Required before the practical test (unchanged). |
| Practical test | Includes a period of independent driving. | From 1 April 2027, around 20 minutes of independent driving using a sat nav, with show me, tell me checks carried out while driving. The pass standard is the same. |
| Post-test restrictions | A 12-month restricted period with a 45mph limit. | The 45mph limit is removed and the restricted period runs for 24 months. New drivers under 24 also have a passenger restriction for the first six months. |
Transitional rules for provisional holders before 1 October 2026
If your category B provisional entitlement began before 1 October 2026, you are not automatically moved onto the six-month holding period. Instead, you must book and pass the category B practical test by 31 March 2027 to stay on the current system.
If you take the practical test on or after 1 April 2027 โ whether it is a first attempt or a retake โ the Graduated Driver Licensing requirements apply to that attempt. Because the transitional arrangements depend on your own provisional and test history, confirm your position in the official nidirect guidance rather than relying on a general summary.
Practical test changes from 1 April 2027
- The independent driving section lasts approximately 20 minutes and is followed using a sat nav.
- The show me, tell me vehicle safety checks are carried out while you are driving.
- The standard you must reach to pass is unchanged.
Post-test restrictions for new drivers
Under the reform the 45mph restriction is removed, and the post-test restricted period runs for 24 months instead of 12.
For new drivers under 24, there is a passenger restriction during the first six months: no more than one passenger aged 14 to 20 between 23:00 and 06:00. This is not a blanket night driving ban. Immediate family members are excepted, and the restriction does not apply when a front seat passenger is aged 21 or over and has held a full licence for at least three years.
Exemptions
- Category A (motorcycle) learners are exempt from the minimum holding period. Check the official guidance for how the programme applies to your category.
- Evidence of Carers Allowance exempts the six-month minimum holding period only. The programme of training, the signed logbook modules and the theory pass still apply.
Frequently asked questions
Does Northern Ireland Graduated Driver Licensing apply in England, Scotland, Wales or the Republic of Ireland?
No. Graduated Driver Licensing applies in Northern Ireland only, and is administered by the Driver & Vehicle Agency (DVA). It does not apply in England, Scotland or Wales, where testing is run by the Driver and Vehicle Standards Agency (DVSA) and licensing by the Driver and Vehicle Licensing Agency (DVLA), and it is not the same as the learner and test rules in the Republic of Ireland.
How long must I hold a category B provisional licence under GDL?
At least six calendar months from the date your first category B provisional entitlement began. The six months is a minimum holding period, not a guaranteed test date, so you also need to complete the programme of training, have your logbook modules signed and pass the theory test.
What happens if my provisional entitlement began before 1 October 2026?
You stay on the current system, but you must book and pass your category B practical test by 31 March 2027 to remain on it. If you take the practical test on or after 1 April 2027 โ whether it is a first attempt or a retake โ the Graduated Driver Licensing requirements apply to that attempt.
What changes in the practical test from 1 April 2027?
The independent driving section lasts around 20 minutes and follows a sat nav, and the show me, tell me vehicle safety checks are carried out while you are driving. The standard you must reach to pass is unchanged.
Does a Carers Allowance exemption remove all of the GDL requirements?
No. Evidence of Carers Allowance exempts the six-month minimum holding period only. You must still complete the programme of training, have the logbook modules signed by your supervising driver or ADI, and pass the theory test.
Is there a night-time driving ban for new drivers in Northern Ireland?
No. It is not a blanket night driving ban. For new drivers under 24, the restriction limits them to one passenger aged 14 to 20 during the first six months between 23:00 and 06:00. Immediate family members are excepted, and the restriction does not apply when a front seat passenger is aged 21 or over and has held a full licence for at least three years.
Are category A (motorcycle) learners affected by the six-month minimum?
The minimum holding period is set for category B (car) learners. Category A learners are exempt from the minimum period, so check the official nidirect guidance for how the programme applies to your category.
