Learning to Drive in Northern Ireland

Northern Ireland has its own licensing and testing regime, administered by the Driver & Vehicle Agency (DVA). It is separate from the Driver and Vehicle Standards Agency (DVSA) testing system used in England, Scotland and Wales, and it is not the same as the learner permit system in the Republic of Ireland.

What changes under Graduated Driver Licensing

From 1 October 2026, Northern Ireland introduces Graduated Driver Licensing (GDL). A category B learner must hold a provisional entitlement for at least six calendar months from the date it was first granted, complete a programme of training with a signed logbook, and pass the theory test before the practical test. The practical test changes from 1 April 2027, and the transitional deadline for existing provisional holders is 31 March 2027.

Six-month minimum

The category B minimum holding period runs from the first provisional entitlement, and the earliest date it is met is a lower bound rather than a guaranteed test booking.

31 March 2027 transition

If your provisional entitlement began before 1 October 2026, you must book and pass by 31 March 2027 to stay on the current system. A practical test on or after 1 April 2027 โ€” a first attempt or a retake โ€” requires GDL.

Practical test changes

From 1 April 2027 the test includes around 20 minutes of independent driving using a sat nav and show me, tell me checks while driving. The pass standard is unchanged.

Post-test restrictions

The 45mph limit is removed and the restricted period runs for 24 months. New drivers under 24 have a first-six-months passenger restriction, which is not a blanket night driving ban.
